If Cruise Ships Wrecked as Much as Tankers?

How is it that these tankers keep getting hit by other boats and spilling oil all into our oceans?  It seems like every couple of years we're hearing of yet another Exxon tanker spilling millions of gallons of oil into our oceans.  Could you imagine if cruise ships got hit by other boats that often?

If cruise ships were hit by other boats every few years and people were getting hurt directly, someone would do something, right?  So, why is it that because we are indirectly hurting millions of people, fish and animals by polluting our oceans with these tanker spills and it just keeps happening?

What technology do cruise ships have that tankers do not?  Are tankers taking risky paths to cut corners and save money when they are already making more profit than pretty much any other company in the world?
